Well, a linux "distro" is jargon for a linux distribution. And no, a distro is not the GUI, it is everything not including the kernel (core of all linux distros). The thing that changes between distros is: Internal program handling, package management, and window manager (GUI or "X"). there really isn't a need for creating a distro, because there are plenty out there, with all the customization you could want (the only thing you cant really change is the kernel). Note: The "type" of linux is usually described by the window manager used (Gnome, KDE, etc..)
